Not illustrated. 1883 Excerpt: ...and the care of the prisoners remain as stated in our last report. There were 3 male, but no female prisoners, at the time of our visitation. The total number of persons imprisoned during the year, terminating September 1, is 31; all of whom are males. The greatest number at any one time is 8. Several persons included in these numbers have only been imprisoned for a few days. None have escaped from the prison during the year. Second.--Concerning the poor-house. The general condition of the buildings and of the farm connected with the establishment, and the arrangements for the care and management of the inmates, (with the exception of a change of superintendents, ) remain unchanged since our last report. At the time of our visitation there were 19 persons (9 males and 10 females) under the care of the superintendent, one of whom is insane, and, as a general rule, is confined to his room, but no other restrictions are required or used in his case. Two aged men are blind. One young man is a deaf mute, and is possessed of an active mind and quick understanding, and is industrious and trustworthy, and would, in our judgment, become a useful citizen if the proper means for obtaining an education were made available to him. We mentioned his case in our last report. We will be much obliged for any suggestions in his behalf. Several of the inmates are aged and infirm. One man finds employment in making baskets. Some do more or less of farm work. Others are imbecile. As a general rule, the men who arc able to work find employment on the farm, or are otherwise employed, and the women who are able to do so assist in the work about the house. WESTMORELAND COUNTY.
