ROGER E. HAMLIN is Professor of Urban and Regional Planning and Director of International Programs at Michigan State University.

THOMAS S. LYONS is Associate Professor of Urban Policy and Management at the University of Louisville. Together, they authored Creating an Economic Development Action Plan (Praeger, 1990).
