Publication by the U. S. Food and Drug Administration (FDA) of proposed regulations concerning food or food components eligible for classification as generally recognized as safe (GRAS) caused concern among many plant breeders, food processors, and plant scientists. They were apprehensive about the possible effects that the regulations would have on the development of new cultivars. These concerns intensified with the adoption of regulations in June 1971.Many plant breeders interpreted the new regulations as an inference by FDA that plant breeders were irresponsible and might release new cultivars of food plants hazardous to human health and low in nutritive value if regulations were not imposed. Breeders were concerned that routine chemical analyses thought to be required to determine toxicants and nutritive value would be costly as well as delay cultivar development. A degree of uncertainty and uneasiness remains as definitions, "standard" plant contents, and methods of administering the regulations have not been fully developed. Hopefully, this compilation of papers presented at the symposium will aid communications and lead to better understanding by all parties concerned.
