Abstract: Abstract of thesis entitled Modelling Airport Choices of Tourists Submitted by CHAN Oi Yan, Matilda for the degree of Master of Arts in Transport Policy and Planning at The University of Hong Kong in June 2003 The study of Multiple-Airport System (MAS) has long been considered a crucial research area for airport system planning. Huge efforts have been spent on studying the MASs in developed countries like the United States and the United Kingdom. Different models were successfully built to reflect how flight frequency, service directness, ticket price and airport accessibility affect the decision of air passenger in making choice of airport. However, no such kind of studies has ever been conducted in the Pearl River Delta (PRD) region, in which a Multiple-Airport System does exist. On account of this research gap, this study aims to propose a model in representing airport choice of tourists in the PRD region and the possible air traffic redistribution upon certain variable changes. The research study aims at achieving three primary objectives. First, it is to examine air passengers' choice of airport base on several aspects of airport attributes. It includes ground accessibility, flight options, ticket price, airport facility provision and its efficiency. A survey was conducted to collect air passengers' preference. The second objective is to determine the relative importance of each selected attribute and to predict the impact on any change of attributes by means of the Conjoint Analysis. The final objective is to derive a comprehensive development plan for the Hong Kong International Airport (HKIA) from a regional perspective so as to maintain its competitiveness in the region. Using Stated Preference (SP) survey method, models were created for the choice between competing departure airports by means of conjoint analysis. In agreement with previous work, the study revealed that 'air ticket price' was the most critical attributes for air passengers. Results from segmentations uncovered that 'frequency of flights' and 'average transport time from downtown to the airport' were also influential to airport choice of air travellers. However, it was apparent that business travellers were somewhat time and frequency-sensitive; while leisure travellers were relatively price-sensitive on the contrary. In terms of travel distance, short distance travellers were more time and frequency-sensitive; while long distance travellers were comparatively price-sensitive. Medium distance travellers behaved rather moderate in both aspects. In the light of the new Guangzhou International Airport, which was scheduled to open in late 2003, redistribution of air traffic to some extent was expected. The model was then employed to simulate the future market share by replacing the attributes of the old Guangzhou airport with the new one. Simulation results revealed that although the HKIA would still play a leading role in serving overseas routes, the discrepancy in terms of market share would certainly be narrowed down at a large extent. Based on the research findings, policy recommendations were made to the HKIA so as to strengthen its competitiveness in the region by improving ground accessibility, expanding airport connectivity, increasing frequencies of existing routes and reducing airport charges.
