Dieses Zitat von Miriam Meckel deutet bereits an, wie schwierig es ist, die wissenschaftliche und praktische Auseinandersetzung mit journalistischer Qualität auf einer allgemein anerkannten Grundlage zu führen. Nach jahrelanger Debatte ist noch immer kein Konsens darüber erzielt worden, wie etwas so Subjektives wie Qualität zu definieren, zu operationalisieren und in der Praxis umzusetzen sei. Vor dem Hintergrund dieser Problematik werden im ersten Teil der vorliegenden Arbeit die Grundlagen der Qualitätsforschung und darüber hinaus Qualitätskonzepte aus der Praxis betrachtet. Mit zunehmender Kommerzialisierung der Medien ist die Qualitätsdebatte immer mehr zur Quotendiskussion geworden. Doch schließen sich Qualität und Quote tatsächlich aus? Kann und muss öffentlich-rechtlicher Rundfunk seine Programmqualität verbessern und damit seine Quoten steigern, und wie ist das Problem der Operationalisierung dabei zu lösen? Diesen Fragen soll im zweiten Teil der Arbeit anhand des Beitrags "Erfolg durch Qualität. Programmcontrolling beim WDR Fernsehen" von Miriam Tebert nachgegangen werden. Es handelt es sich dabei um einen Ergebnisbericht über Maßnahmen eines öffentlich-rechtlichen Fernsehsenders, des Westdeutschen Rundfunks, zur Qualitätssicherung und -steigerung. Diese Maßnahmen wurden im Rahmen eines Controllingkonzepts umgesetzt mit dem Ziel, den Marktanteil des WDR-Fernsehens zu erhöhen. Der WDR ging bei der Konzeption seines Controllings davon aus, dass eine konsequente, kontinuierliche und rezipientenorientierte Verbesserung der Programmqualität eine erhöhte Publiku
