Carmel ShacharCarmel Shachar is the Executive Director of the Petrie-Flom Center for Health Law Policy, Biotechnology, and Bioethics at Harvard Law School. Carmel's scholarship focuses on law and health policy, in particular the regulation of access to care for vunerable individuals, health care anti-discrimination law and policy, and the use of all-payer claims databases in health care research.
