Donald RothwellDonald R. Rothwell is Professor of International Law and Head of School at the ANU College of Law, Australian National University, where he is also an ANU Public Policy Fellow. In 2006 he chaired the Sydney Panel of Independent International Legal Exerts which authored the report 'Japan's Special Permit ('Scientific') Whaling under International Law', and in 2008 chaired the Canberra Panel addressing the same issue.
