Gerardo Otero aGerardo Otero A. was born on 19 February 1964. He studied law at the Law School of the University of Chile, graduated with the highest honours and obtained his law degree in 1988. He also attended the Negotiation Workshop held at the Harvard Uiversity Law School, 1997. He is the co-author of Aspectos Fundamentales de los Actos Jur�dico Procesales y su Nulidad(Fundamentals of Legal Procedural Acts and Their Annulment, 1988). He worked as Professor of Law at the Police Science Academy since 1992.
