Dr. Lockart has taught at the high school level (Albany and Schenectady (New York) public schools), and at the State University of New York at Albany. He served as a Program Specialist at the New York State Department of Education, and has worked with the U.S. Department of Education, monitoring educational programs, providing technical assistance to both officials and practitioners, and presenting at numerous conferences at the local, state and national levels.
