Ludwig WeberProfessor Dr Ludwig Weber (born 1949) studied law at the Universities of Tubingen, Lausanne and Heidelberg and graduated in 1975. He obtained an LLM degree from McGill University, Montreal in 1976 and a Doctor of Laws degree from the University of Hedelberg in 1980. In the same year, he also obtained German bar qualifications. In 1982, he was appointed Legal Counsel of the International Air Transport Association (IATA), Geneva and Montreal. In this capacity, he inter alia represented IATA at numerous international meetings and conferences, including those of the International Civil Aviation Organization (ICAO). In 1995, he was appointed Director of the Legal Bureau of ICAO. In this position, he was responsible inter alia for the Warsaw Convention modernization process on air carrier liability, leading to the successful adoption of the 1999 Montreal Convention modernizing the Warsaw System. Similarly, he had responsibility for the CapeTown process, resulting in the successful adoption of the 2001 CapeTown Convention and Protocol on asset-based financing and international registration of aircraft. He was Executive Secretary of the 1998 and 1999 Diplomatic Conferences convened by ICAO and Co-Secretary General of the 2001 Diplomatic Conference. As from 2004, after completing the statutory maximum of two mandates as ICAO Director, he has been a Consultant to ICAO. In this capacity, he has been responsible for the setting-up of the new International Registry under the Cape Town instruments, for the legal aspects of the Cooperative Aviation Security Programme Asia Pacific, and numerous other civil aviation projects. Since 2011, he serves as Senior Civil Aviation Policy and Management Adviser at ICAO. He has taught aviation law at the Institute of Air and Space Law of McGill University, Montreal and other universities for many years. Since 1991, he has been Adjunct Professor at McGill and a member of the Institute Faculty and McGill Faculty of Law. He has given numerous lectures and presentations at universities, international institutions and international conferences.
