His success attracted the attention of Cox Communications, where he was recruited as a Division Manager and relocated to Indianapolis in 1979. His leadership and operational expertise contributed to the company's expanding national footprint.Ruggiero went on to found ALL TV Services Inc. in 1983, a communications consulting firm serving broadcasters and cable operators during a pivotal era in television history. Through this work, he played a key role in the early development and rollout of influential television networks, including HGTV, MSNBC (formerly America's Talking), The Military Channel, and The History Channel.As the industry transitioned into digital broadcasting, Ruggiero remained at the forefront of innovation. In 2003, ALL TV Services was selected to support The Tube Music Network, the first digital entertainment network embedded within broadcasters' digital multicast streams. His work also contributed to the successful launch of Latino Alternative Television (LATV) and Universal Sports, now part of the NBC Universal Sports portfolio.Beyond broadcasting, Ruggiero is a co-owner of Perennial Pictures Film Corporation, an animation studio where he produced fourteen animated television specials and a feature film alongside his partners.
