P Theodore FortsakisTheodore P. Fortsakis was born in Athens in 1954. He studied law in Greece and in France (University of Nancy (DEUG, 1975), University of Athens (Degree, 1978), University of Paris 2 (Doctorat d'Etat en droit, 1985). He is a member of the Gree Parliament since January 2015. Previously he was the Rector of the National and Kapodistrian University of Athens (2014-2015). He has also been Dean of the School of Law (2009-2014), Deputy Dean (2007-2009) and Director of the Department of Public Law (2009-2014). He is a full Professor of Public Law at the Law School of the National and Kapodistrian University of Athens, where he has taught since 1990 Constitutional Law, Administrative Law and Tax Law. He has also been Visiting Professor for over a decade at the Sorbonne (Paris 1: 2003-2013, Paris 2: 2010-2011 & 2012-2013) and at the University Paul Cézanne - Aix-Marseille (2002-2003, 2006-2007, 2008-2010). Professor Fortsakis has served as an advisor to the Prime Minister on issues of Public Law (1990-1991); as an expert of the Council of Europe (Strasbourg) on issues of administrative law and organization of administrative justice (1998-2003); a member of the Hellenic Competition Commission (2000-2003); a member of the National Commission for Human Rights (2003-2006); a member of the Board of Directors of the National Library (2008-2011). He has also been member of the Special Supreme Court of Greece (2012-2013); Chairman of the Board of Directors of the State Orchestra of Athens (2012-2014); Chairman of the Consulting Committee of the General Secretariat of Public Revenues (Ministry of Finance) (2013-2014); Chairman of the Supervisory Board of the Public Television (NERIT) (2013-2014), and a member of numerous committees of different ministries for the preparation of legislative and regulatory bills and decrees. Since 2010, he is Chairman of the Association Franco-Hellènique (Lycèe français Eugène Delacroix). He practises law as a barrister (member of the Athens Bar Association since 1981) mainly before the Greek Administrative Supreme Court. He is founding partner of the law firm 'fdm&a' (seewww.fdmalaw.com). He is the author of numerous books and more than 130 scientific articles on all fields of public law (in Greek, French, English and German). He is a member of numerous international and Greek scientific associations for public and tax law, and sits on many of their Boards of Directors. Professor Fortsakis has received the distinction of 'Chevalier de l' ordre des Palmes académiques' by decree of the French Prime Minister (2006); the distinction of 'Officier de l'ordre des Palmes académiques' by decree of the French Prime Minister (2012); the distinction of 'Officier de la Légion d'honneur' by decree of the French President (2015); the distinction of 'Archon Guardian of Law (Dikaiophylax)' of the Greek Orthodox Patriachate of Alexandria and All Africa (2009).
