Tech in Water Resources Engineering (1989) from Indian Institute of Technology, New Delhi and Ph.D. in Water Resources Engineering from MB.M. Engineering College, Jodhpur, is presently working as Principal Scientist (Land and Water Management Engineering) at ICAR-Central Arid Zone Research Institute, Jodhpur. He possesses expertise of more than 27 years in arid lands' hydrology; water/watershed management and climate change studies. Dr. Goyal is recipient of certificate of appreciation "SAVING THE DRYLANDS" from United Nations Environment Program (UNEP) for outstanding contribution in combating desertification and controlling land degradation in dryland environments (1996). Dr. Goyal has more than 125 national and international publications. He has visited The University of Queensland, Brisbane, Australia (1996) under AusAID fellowship of Government of Australia.
