S P KarS. P. Kar, IPS (Retd), is a former Inspector General of Police, Assam. He hails from and has served in Assam for a number of years and has been witness to many critical developments in not only his own State but also the entire region called the Nort East. He has worked in several troubled districts of Assam handling growing crime, crucial law-and-order matters and blood-splattered insurgency situations and is thus acquainted with the nitty-gritty of the response of the state to these problems. His stints in intelligence operations gave him a rare insight into the developing security scenario of the North East. This work is the outcome of his dedicated study in the subject of National Security so far as it concerns the North East.
