Theodore B Ted CarterTed Carter (1938-2025) grew up along the southern New England coast and carried a lifelong fascination with history, travel, and public service. After earning degrees from the University of Rhode Island, Boston University School of Law, and Southern ethodist University, he spent three decades in the U.S. Foreign Service with the Agency for International Development, working in more than fifty countries during the Cold War.
