About the Book

Betrachtet man die Entwicklung der vergangenen Jahre, so erkennt man eine Art Paradigmenwechsel im deutschen Schulwesen (Franke, 2008). Bis in die 1990er Jahre dominierte die Inputsteuerung im Bildungssystem, wobei sich Lehrpläne hauptsächlich auf Inhalte bezogen. Nun geht der Trend zur Outputsteuerung, einem ergebnisorientierten Unterricht. Spätestens seit den großen internationalen Vergleichsstudien TIMSS und PISA sind die Qualitätsverbesserung und -sicherung eins der wichtigsten Themen im deutschen Bildungswesen geworden (Köller, 2007). Das schlechte Abschneiden machte den Handlungsbedarf aus Sicht der Schulpolitiker mehr als deutlich, so dass als Folge dessen die Bildungsstandards eingeführt wurden "[...], die auf einem theoretisch fixierten, operationalisierbaren und empirisch zu überprüfenden Kompetenzmodell basieren" (Gogoll, 2009). Grundlage für die neue Steuerung bildet die Expertise "Zur Entwicklung von Bildungsstandards" aus dem Jahr 2003, die im Auftrag der Bundesregierung und der Kultusministerkonferenz (KMK) innerhalb von nur fünf Monaten erarbeitet wurde. Mit dieser sollte ein grundlegender Wandel zur Verbesserung des Bildungssystems eingeleitet werden, zugleich entstand damit aber auch eines der meist diskutiertesten Themen in der Schuldidaktik und Bildung (Kurz & Gogoll, 2010, S.228 f.; Schierz & Thiele, 2004). Standards kennt man ursprünglich aus der Produktion und Wirtschaft. Sie geben Maßstäbe an, bzw. ein einheitliches Muster vor (Ruhloff, 2007). Ein solcher Transfer auf die Bildung wird von vielen kritisch gesehen und die Ökonomisierung stark hinterfragt, da Standardisierung nicht unbedingt mit Qualität einhergeht (ebenda). Die Effektivität des Unterrichts soll durch Zielsetzungen gesteigert werden. Es erscheint hierbei jedoch schwierig, die Erwartungen und Interessen von allen Beteiligten Institutionen und Personen auf einen Nenner zu bringen und mit einem einzigen Instrument zu kontrollieren (Herrmann, 200).
