A government decree, issued Aug. 12, 1901, provided that the duty of 6 pesos per quintal on coffee exported from the republic should remain in force until June 30, 1902. The coffee crop for 1901 was estimated at 480,000,000 pounds, or about 40 per cent, less than the yield of 1900. By a decree passed in January, 1901, two male and two female teachers were appointed to go to the United States, at government expense, to study educational methods in vogue in our country. President Cabrera, in his annual message to the Legislative Assembly, spoke of "the moral and material advancement of the country, the improvement in the public highways, and the development of agriculture. The contract for the construction of the Northern Railway was also referred to as a work which, when completed, will be of the greatest benefit in the development of the latent resources of the country. The road leading to the northern part of the republic has been opened for public traffic for about 15 leagues and other thoroughfares are being opened up. An editorial note in the Mexican Herald (Dec. 15, 1901) says: "A secret movement for annexation to the United States is said to be going on in Central America, mainly in Salvador, Nicaragua and Guatemala, among men of property." HAITI.--An improved financial condition of the Republic is reported, the national debt has been reduced, receipts have increased, while expenses have been cut down. Government revenue from export duties in 1900 amounted to $3,332,300 and from import duties $4,293,097, in both cases substantial gains over the previous year being shown.
