Juni 1945 im War Memorial Opera House von San Francisco ins Leben gerufen wurde, war sie Neuanfang, zugleich aber auch eine Antwort auf das Ende eines "Großen Experiments", des Völkerbunds." Der 1919 begründete Völkerbund, initiiert durch Woodrow Wilsons 14-Punkte-Programm und entstanden aus dem Vertrag von Versailles, war der erste Versuch, der Welt eine allgemeingültige Friedensordnung zu geben. Die wohl größte Besonderheit dieses Friedenswerkes ist mit Sicherheit, dass die Hauptgründernation, die USA, aufgrund des Widerstandes im amerikanischen Senat am Ende nicht beitraten. Die plausibelste Begründung für die Ablehnung des Völkerbundes ist offensichtlich die Unvereinbarkeit der Einbindung souveräner Staaten in ein System gegenseitiger Sicherheit mit dem amerikanischen Freiheitsideal gewesen. "George Washington siegte [sozusagen] posthum über Woodrow Wilson." Eine andere Version betrifft persönliche Animositäten zwischen Präsident Wilson und dem amerikanischen Kongress. Möglicherweise darf man annehmen, dass von allem etwas dabei war. Jedenfalls war die Ablehnung des Völkerbundes durch die USA ein wesentlicher Grund dafür, dass das Bündnis nicht die in es gesetzten Erwartungen erfüllen konnte und schließlich scheiterte. Weitere Schwächen des Völkerbundes waren insbesondere ein lediglich partielles Kriegsverbot, das Einstimmigkeitsprinzip im Völkerbundrat, keine nötige Zwangsgewalt zur Durchsetzung seiner Beschlüsse und die mangelnde Universalität; der Völkerbund repräsentierte niemals die ganze Völkergemeinschaft wie heute die Vereinten Nationen mit ihren inzwischen 192 Mitgliedsstaaten.
