Bis vor kurzem stand das westliche Gesellschaftsmodell für die beste Art des Zusammenlebens, die den Meisten einen guten Lebensstandard, Sicherheit und Frieden beschert. Inzwischen wird jedoch die Globalisierung nicht mehr nur von den Kirchen und wenigen Intellektuellen kritisiert, sondern von politisch relevanten Massenbewegungen. Sie opponieren gegen den Freihandel, weil er in den westlichen Staaten Arbeitsplätze vernichte. Die Weltoffenheit der westlichen Staaten gerät in die Kritik, weil sie zur massenhaften Einwanderung von verachteten ‚Fremden‘ – Muslimen in Europa, Hispanics in den USA – geführt habe. Das Buch setzt an der erstaunlichen Tatsache an, dass über den Wandel der westlichen Staaten vom geschlossenen Nationalstaat zu einem weltoffenen Staatenverbund bis heute keine öffentliche politische Debatte geführt wurde. Um eine solche Debatte führen zu können, muss man zunächst verstehen, wieso dieser Wandel in der Ära des Kalten Kriegs einfach passiert und daswestliche Gesellschaftsmodell im unverbundenen Nebeneinander der Legitimationserzählungen der bürgerlichen Gesellschaft und des fürsorglichen Sozialstaats entstanden ist. Die rein wirtschaftliche Expansion nach 1991 setzte dieses Modell einer Zerreißprobe aus, an der es scheitern wird, wenn es nicht so verändert wird, dass es die Interessen einer breiten Mehrheit bedient. Zugleich muss eine plausible politische Antwort auf das Problem gefunden werden, dass ein von einer Staatengemeinschaft getragener Wirtschaftsraum die Jahrtausende alte ‚Form‘ der Staatlichkeit überdehnt, weil er die Parteilichkeit des Staates für die eigenen Bürger zerstören muss.
