Since the Communists gained control of mainland China 40 years ago, Taiwan has transformed itself from an embattled and impoverished island to one of the world's leading trading nations today, with a massive balance of payments surplus. The achievement is all the more remarkable as the country has scarcely any natural resources and has had to maintain an expensive defence capability, unlike Japan. How has this been achieved? In the 40 lectures and articles by Dr K.T. Li, the architect of the transforamtion, an insight is gained of a philosophy, neither Communist nor Capitalist, which has guided the economic decision-making. Thus Taiwan, in evolving from a rural to a highly industrialized economy, was able to introduce a major land reform without a revolution and reduce the gap in income between the rich and poor . Government planning has played a major role in guiding the development without stifling the initiative of the entrepreneur.
