Das zweite Kapitel widmet sich dieser Problemstellung und zeigt die Handlungsfelder eines modernen Personalmanagements. Im dritten Kapitel fokussiert die Arbeit in Anbetracht des intensivierten "war of talents" das Konzept des Hochschulmarketings von Unternehmen zur rechtzeitigen Identifikation und Bindung von hochqualifizierten Fach- und Führungskräften. Neben der Darstellung der Ebenen des Hochschulmarketings erfolgt die Einordnung des Campus Recruiting in das Konzept des Personalmarketings. Die Begutachtung der gesamtwirtschaftlichen Entwicklung veranlasste den Sachverständigenrat als Gremium der wirtschaftswissenschaftlichen Politikberatung, auch in 2014 seine ursprüngliche Konjunkturprognose und damit das Wirtschaftswachstum für die Bundesrepublik Deutschland nach oben zu korrigieren. Auch der Arbeitsmarkt soll sich laut den Prognosen weiter stabil entwickeln und die Anzahl der Erwerbstätigen im Jahresdurchschnitt ansteigen lassen. Deutschlands durchschnittliches Beschäftigungsniveau ist damit im internationalen Vergleich weiterhin hoch. Obwohl es zum Teil große Unterschiede zwischen den Bundesländern in der Entwicklung der Arbeitsmarktes gibt, kann die Bundesrepublik Deutschland eine insgesamt sinkende Arbeitslosenquote aufweisen.
