Au milieu du XVIIIe siècle, les colonies américaines étaient des modèles de loyauté. La guerre à laquelle il vient d'être fait allusion avait été cause des dépenses considérables qui avaient porté le ministère anglais à avoir recours au système de taxes qui amena la révolution. La querelle de famille n'était pas encore commencée. Entièrement occupés d'une guerre qui ne se termina pas plus glorieusement pour les armes britanniques qu'avantageusement pour les possessions anglaises en Amérique, les habitants des colonies n'avaient peut-être jamais été plus favorablement disposés à l'égard de la métropole qu'à l'instant où notre histoire va commencer. Toutes leurs anciennes prédilections, bien loin de s'affaiblir, semblaient prendre de la force, et, de même que dans la nature on sait que le calme succède à la tempête, l'attachement aveugle des colonies à la métropole n'était que le précurseur du mécontentement et de la désunion violente qui devait bientôt avoir lieu. La supériorité de la marine anglaise fut bien établie dans les divers combats qui eurent lieu entre 1740 et 1763; mais la guerre maritime à cette époque n'avait pas encore pris le caractère décidé dont elle porta l'empreinte un quart de siècle plus tard. De notre temps la marine anglaise paraît s'être améliorée en proportion de ce que celle de ses ennemis se détériorait. Cependant, en 1812, le Grec se trouva en face du Grec, - et ce fut alors que vint véritablement - le fort de la guerre. - Le grand changement qui survint dans toutes les autres marines de l'Europe fut uniquement la suite des révolutions qui envoyèrent en exil les hommes expérimentés, et qui, en rendant les armées de terre de première importance pour maintenir l'existence des différents états, laissèrent dans l'ombre les entreprises navales, pour donner au courage et au talent une direction différente et exclusive. Pendant que la France guerroyait, d'abord pour maintenir son indépendance, et ensuite pour dominer tout le continent, la marine n'était qu'un objet secondaire pour elle, car elle n'avait pas besoin de son aide pour entrer à Vienne, à Berlin et à Moscou. C'est dans cette cause et dans d'autres semblables qu'il faut chercher l'explication des nombreuses victoires remportées sur mer par les armes britanniques pendant la grande lutte qui avait lieu en Europe. Elles étaient invincibles en apparence plutôt qu'en réalité, car beaucoup de défaites bien constatées se mêlèrent même alors à ses mille triomphes
