The passports help connect the dots, if you're a skilled agent and know where to look. Technology and knowledge of federal procedures help the terrorists disguise their "weapon." As the DSS/FBI team starts putting pieces of the puzzle together, the trail leads to assassins and death even for some of the good guys.
