Mr. Banning, Postmaster of Liverpool--one who has spent his life in the Post Office, his father having been Postmaster before him--in his evidence before the Post Office Committee, said, " a great many deliveries, facilities for sending letters, and quickness of dispatch, must be the best way of raising the revenue" The following language, worthy of great statesmen in any age or country, is from the Report on the Post Office, by the Commissioners of Revenue Inquiry, in 1839. "The facility of frequent, punctual, and quick communication, which the institution of the Post Office was calculated to secure, may be justly classed among the elements of profitable commerce. It is essential to the purposes of Government, and subservient to all the ends of national policy." 62. If enough has not been said to show that we lack necessary postal facilities, and that these same postal facilities if established by Act of CoDgress, would not only prove of great and lasting benefit to all classes, and at the same time pay a large profit to the Post Office Department--if this has not been clearly proved, then I must confess myself unacquainted with postal affairs. New York city alone pays about one tenth of our entire postal revenue; and six of our principal cities more than one fifth; ( 43) and if this circumstance does not entitle our large mercantile communities to a respectful hearing, and in this case to substantial relief at the hands of the national legislature; then population, property, and great public interests do not receive due consideration from the general Government. 63.
