Lernen ist ein Prozess und "findet nicht zu einem Zeitpunkt statt, sondern während einer Zeitspanne. Innerhalb dieser Zeitspanne ändert sich nicht nur das Wissen der lernenden Person", sondern es "ändern sich in dem Zusammenhang auch die Anforderungen, die Lernziele und damit auch die Handlungsweisen, die für die Zielerreichung ausgeführt werden sollten."1 Mit Weiterbildung entwickelt der Mensch nicht nur sein Wissen und seine Fähigkeiten, sondern auch seine Persönlichkeit. Dies tut er im Hinblick auf eine gelungene Teilnahme am gesellschaftlichen Leben sowie am Arbeitsalltag. Die Bandbreite der möglichen Berufe war früher begrenzt, oft lag der Schwerpunkt auf einfacher oder körperlicher Arbeit und damit gab es wenige Weiterbildungsangebote, die meist sehr speziell auf die jeweiligen Berufe zugeschnitten waren. Doch Veränderungen in Schule, Gesellschaft, in der Berufs- und Arbeitswelt und im gesamten Umfeld der Weiterbildung geben Anlass, das Lernen neu zu überdenken, nicht, weil es flüchtige Zeitströmungen so verlangen, sondern weil in Wirtschaft und Arbeit zunehmend zusätzliche und neue Qualifikationen gefordert werden und für die Zukunftssicherung notwendig sind. Dies betrifft vor allem Tätigkeiten im mittleren oder hohen Qualifikationsniveau, die in den letzten Jahrzehnten stark zugenommen haben. Durch die Globalisierung, den dadurch wachsenden Konkurrenzdruck und einer sich rasant veränderten Wirtschaft mit Forderungen nach Effizienzsteigerung und Flexibilität, durch Zunahme wissensintensiver Dienstleistungstätigkeiten und technologischen Innovationen sehen sich Betriebe und mit ihnen auch die Arbeitnehmer ständig neuen Anforderungen ausgesetzt, denen sie nur mit einem Zuwachs an individueller Bildung, an Selbstver
