Examensarbeit aus dem Jahr 2003 im Fachbereich Pädagogik - Berufsbildung, Weiterbildung, Note: 1,0, Gottfried Wilhelm Leibniz Universität Hannover (Institut für Berufspädagogik), Sprache: Deutsch, Abstract: In den letzten Jahren avancierte das Thema "Qualität im Bildungswesen" zu einem der Kernziele innerhalb der Europäischen Union. Basis und Leitlinien für die aktuelle Bildungspolitik der EU sind die 2001 in Stockholm vom Europäischen Rat verabschiedeten "...konkreten künftigen Ziele der Systeme der allgemeinen und beruflichen Bildung". Im Zentrum der Überlegung stehen drei strategische Ziele: 1. Erhöhung der Qualität und Wirksamkeit der Systeme der allgemeinen und beruflichen Bildung in der EU, 2. leichter Zugang zur allgemeinen und beruflichen Bildung für alle, 3. Öffnung der Systeme der allgemeinen und beruflichen Bildung gegenüber der Welt. Sie sollen dazu führen, dass "[...] die Union [bis 2010] zum wettbewerbsfähigsten und dynamischsten wissensbasierten Wirtschaftsraum der Welt [...]" wird. Im diesbezüglichen Arbeitsprogramm der EU wird "Die Entwicklung kompatibler Qualitätssicherungssysteme unter Achtung der Vielfalt in Europa" als Teilziel formuliert. In diesem Kontext stellt sich die Frage: Welche Qualitätsansätze sind zur Weiterentwicklung der landesspezifischen Bildungssysteme geeignet und welche Qualitätspolitik ist für die jeweiligen Länder sinnvoll? Die Erfahrungen, die im Modellversuch "Qualitätsentwicklung an berufsbildenden Schulen" (Quabs) gemacht wurden und werden, können auch einen kleinen Beitrag dazu leisten, die europäische Fragestellung übertragen auf deutsche Verhältnisse zu beantworten. In Quabs sollen zwei Managementsysteme an berufsbildenden Schulen umgesetzt werden, die den Prinzipien des Total Quality Management folgen, zum einen das Kriterienmodell der European Foundation for Quality Management und zum anderen die DIN-Norm ISO 9000:2000.
