Nahezu überall auf der Welt ermöglicht es Nutzern untereinander zu kommunizieren. Fast täglich kommen neue Arten von Angeboten im Internet hinzu, streng nach dem Prinzip, es dem Nutzer so leicht wie nur möglich zu machen Geschäfte abzuwickeln, Produkte zu bestellen, Informationen zu gewinnen oder einfach nur die Tageszeitung in digitaler Form zu lesen. Auch Seiten mit so genannten "user-generated-content", also Seiten, in denen Inhalte primär von den Nutzern selbst erstellt werden, kommt immer mehr Bedeutung zu. Allgemein lässt sich das World Wide Web als das größte Informations- und Kommunikationsmedium bezeichnen, dessen Wachstum noch lange nicht vollständig ausgeschöpft ist. Diese Entwicklung blieb auch den Herstellern von klassischen Printmedien, also Zeitungsverlegern, nicht lange verborgen. Schnell wurden digitale Ausgaben für das Internet entworfen um den Kunden immer aktuell und kostenfrei Neuigkeiten zugänglich zu machen. Die Online-Ausgaben der Zeitungen sollten die klassische Printversion nicht ersetzen, sondern lediglich ergänzen. Der Trend ist bis heute aber, dass teilweise gleiche Inhalte in der Print- sowie in der Onlineausgabe eines Zeitungsverlages zu finden sind. Durch die Verwischung der Grenzen zwischen Print- und Onlinemedien werden auch immer komplexere Aufgaben an die Gesetzgebung gestellt, welche sich ständig neuen Herausforderungen stellen muss um den neuesten Entwicklungen zeitnah gewachsen zu sein. Hier stellt sich die Frage, welche Gesetze für Onlinemedien gültig sind und wie sich diese im Laufe der Zeit verändert habe
