Abstract: A Study of Change of Passenger Travel Behaviour in relation to the Commencement of New Railway Systems in NW & NE NT Abstract Railways play a vital role in serving the transport needs of Hong Kong and rail would be promoted to form the backbone of public transport system. It is also the government's target to raise the railway patronage upto 40-50% in 2016. To achieve this target, a number of new railway services, including Tseung Kwan O Extension (TKE), West Rail (WR), Ma On Shan Rail (MOSR), Shatin Central Link (SCL), Kowloon Southern Link (KSL) etc have been and will be constructed to link up new towns with the urban area. The construction cost for these new rail lines reaches 200 billion. The key concern is: would the new railway service welcome by passengers? This dissertation is aimed to reveal passengers travel characteristics after the commencement of Tseung Kwan O Extension, West Rail and Ma On Shan Rail in North-east and North-West NT and find out factors that affecting passengers' modal choice. To start, the current transport policy towards railway service in Hong Kong is examined. Then, there is a literature review on the impact of new railway service or transport infrastructure on people's travel characteristics and lifestyle and factors affecting the modal choice of passengers. From literature review, it is found that perception, personal attributes, and response are of particular importance in understanding the planning implication of transport improvement. To have a better understanding on the travel behaviour of passengers in NE & NW NT after the commencement of new railway services, a travel characteristics survey was conducted in January 2005. The survey reveals that after the commencement of WR, TKE and MOSR, the number of trips and interchange frequency increases, while traveling time and waiting time reduces. Passengers also need to pay slightly more traveling cost if they choose to use new railway service. Overall, the railway patronage has raised from 33% to 36% and the franchised buses trips has reduced from 38% to 36% after the commenced of new ii A Study of Change of Passenger Travel Behaviour in relation to the Commencement of New Railway Systems in NW & NE NT railway services. It is also exposed from the survey that time and interchange are the two aspects that have great influence in passengers modal choices. Finally, to push up the railway patronage, a number of the recommendations for further improving railway patronage are provided, it includes planning the rail routes which can transport passengers to most popular destinations, providing interchange incentive to passengers, improving the accessibility of railway stations.
