In den Medien kommt es zu einer öffentlichen Dramatisierung der Illusion, dass die Kriminalität in Deutschland steigt und die soziale Ordnung gefährdet. Die Diagnose, die Émile Durkheim zum Übergang des 20. Jahrhunderts gestellt hat, scheint heute aktueller denn je zu sein: Die Gesellschaft befindet sich in einer moralischen Krise. Da die moralischen Regeln in der Gesellschaft für viele Bürger nicht mehr bindend sind, kommt es zu einer sinkenden Erwartungssicherheit, die sich in Unsicherheit und Angst äußert. Dies führt zu einer zunehmenden Orientierungslosigkeit in Bezug auf die moralische Ordnung der Gesellschaft und zu der Entstehung von Subkulturen. Unter einer Subkultur wird im Folgenden eine Teilkultur verstanden, die sich in ihren Normen und Werten sowie ihren Institutionen, Bedürfnissen und Symbolen, von der dominierenden Gesellschaft unterscheidet. In der Soziologie werden Subkulturen in der Regel nach dem Kriterium der Freiwilligkeit unterschieden: Unfreiwillige Subkulturen entstehen durch soziale Diskriminierung und Unterprivilegierung, wie es bei ethnischen Minderheiten, Aussiedlern, Obdachlosen oder Flüchtlingen der Fall ist. Freiwillige Subkulturen - wie Rockerbanden, Punks oder rechtsradikale Gruppierungen - stellen hingegen eine bewusste Alternative zu den Werten und Normen der dominierenden Kultur dar. Subkulturen wie Rockerbanden stellen sich explizit gegen die übergeordnete Gesamtgesellschaft und inszenieren sich häufig als "Gegenkulturen oder Kontrakulturen".
