For a curious onlooker, Bihar is a perfect example of a house full of paradoxes. It is a state that has a rich cultural heritage from the civilisation past, but until recently, it evoked an image of ‘uncultured’, ‘primordial’ and ‘rustic’ in the civilisation present.

Traversing Bihar depicts and interprets the internal contradictions and struggles of Bihar’s society, politics and economy. The volume examines and analyses crucial political, social and developmental concerns of the state over the past two decades. The paradigm of ‘social justice’ and ‘development’ has dominated the political discourse in Bihar since the 1990s. However, a chasm rather than harmony between these two continues to polarise the masses and Bihar’s politics.

Between 1990 and 2005, Bihar, under its chief ministers Lalu Prasad Yadav and his wife Rabri Devi, had witnessed a social churning called the politics of social justice. The state ushered in a process of de-elitisation of politics with far-reaching consequences. However, Yadav’s regime increasingly became narrow based in terms of caste and class composition. Besides, it was in-orderly and failed to combine change and development.

In 2005, the people voted for a second change and brought Nitish Kumar-led JDU-BJP coalition to power. It restored the state—the police, the quiescent bureaucracy, rules and regulations. It gave a perceptible impression that concerted efforts were being made to improve the climate of development in the state.

The thirteen chapters, divided into three sections, look into issues such as social justice and development, politics of social exclusion, flood response, land rights, agrarian relations, Left movement, voting patterns, folk tradition and discourse on modernity in literature, to name a few.

This volume tries to find answers to questions such as whether Nitish Kumar’s model of development is devoid of social justice. Is this re-elitisation of politics? Why did the development state, symbolised by vikaspurush Nitish Kumar, retract on its promises of tenancy reforms? Is the restoration of bureaucracy not responsible for raising the scale of corruption? Did restoration of law and order and the model of development carry an inherent inclination to satisfy middle class sense of security and sensibilities?

In-depth in its analyses, it will be an invaluable guide for scholars and students of politics, sociology, economics, development studies and culture. The maps and photographs in the volume are important pedagogical tool.
