v Geleitwort Die deutschen Universitaten befinden sich im Umbruch. Veranderte Rahmenbedingungen, vor allem der Engpass im Bereich der Offentlichen Haushalte, die Intemationalisierung von Bil- dungsangeboten und nicht zuletzt der Einsatz von Informations- und Kommunikationstechno- logien in der akademischen Lehre verlangen neue universitare Qualifizierungskonzepte. Die- sem Thema widmet sich die vorliegende Arbeit. Sie stellt den Wettbewerb in das Zentrum ei- ner Beurteilung von Konzepten fUr eine Qualifizierung an Universitaten. Wahrend die deut- schen Hochschulen - und dies gilt vorwiegend fUr die Universitaten - in der Forschung sich immer schon im Wettbewerb befanden und sich diesem auch stellten, sind Wettbewerbskon- zepte in der akademischen Ausbildung fUr die deutschen Universitaten grundsatzlich neu. Der Neuaufbau des Hochschulwesens in den neuen Bundeslandem, der dramatische Einbruch von Neueinschreibungen in den Ingenieurfachem Mitte der neunziger Jahre und vor allem der in- temationale Wettbewerb, der durch private Business Schools in die akademische Landschaft auch in Deutschland getragen wurde, hat dem hier aufgegriffenen Thema einer wettbewerb- strategischen Konzeption von Qualifizierungsdienstleistungen an Universitaten hochste Ak- tualitat verschafft. Der Arbeit liegen zwei zentrale Ausgangshypothesen zugrunde. Einerseits wird davon ausge- gangen, daB der Qualifizierungsbedarf sich fachiibergreifend in allen Ausbildungsbereichen durch veranderte gesellschaftliche, technische und marktbezogene Rahmenbedingungen gean- dert hat und zukiinftig andem wird. Andererseits miissen Universitaten ihren Bildungsauftrag kiinftig starker am Markt ausrichten, d. h. sie miissen den neuen Anforderungen dieser Veran- derungsprozesse geeignete Angebote gegeniiberstellen und sich den Regeln des Marktes un- terwerfen.
