Ereignisse wie die Großschäden durch den Terroranschlag auf das World Trade Center, die anhaltende Börsenbaisse, die Bilanzierungsskandale in den USA oder die geplante Einführung von Solvency II führen jedoch dazu, dass die Bonitätseinstufungen von Versicherungsunternehmen zunehmend an Bedeutung gewinnen. Auch Investoren und Versicherungsnehmer fordern mehr Transparenz über die finanzielle Lage der Gesellschaften, um Anlagefehlentscheidungen zu vermeiden. Makler hingegen ziehen externe Ratings zu Rate, um ihren Kunden die beste Empfehlung geben zu können. Für Erstversicherungsunternehmen sind Ratings in Bezug auf den Einkauf von Rückversicherungsschutz sehr bedeutend. Denn Erstversicherer achten darauf, dass sie ihre Risiken ausschließlich bei Rückversicherern mit einer guten Bonitätsnote platzieren. Rating-Agenturen werden zurzeit sowohl durch Investoren als auch durch Emittenten stark unter Druck gesetzt. Anleger fordern mehr Verantwortung von den Agenturen, besonders nachdem sie die Pleiten von Enron und Worldcom praktisch "verschlafen" haben. Die Unternehmen hingegen werfen den Agenturen vor, dass sie bewusst vorsichtigere und schlechtere Bonitätsurteile abgeben, um sich vor erneuten Fehleinschätzungen zu schützen. Die Rating-Agenturen stecken somit in einer Zwickmühle. Zum einen wollen sie den Anforderungen der Investoren gerecht werden und zum anderen wollen sie ihre eigentlichen Kunden, die Emittenten, nicht verärgern. Letztlich soll ein Rating natürlich ein wahrheitsgetreues Bild eines Unternehmens widerspiegeln. Das heißt, es geht weder darum, zum Schutz der Investoren vorsichtige Bewertungen abzuliefern, noch darum,
