About the Book

For anyone interested in the modern political history of Panama, the memoirs of Guillermo Quijano Castillo is a fresh and insider's look. As an active player in panamanian politics for 50 years, Quijano reviews the main political episodes of Panama between 1948 and 2009. The book is divided in three parts, each consisting of an distinct political period: The republican era between 1948 and 1968, the military dictatorship between 1968 and 1989 and the current democratic period which began in 2009. The narrative serves as a warning to those who do not wish to see the danger of deteriorating republican institutions and the risks of ignoring the small tell-tale signs that of a growing military or police power. Quijano's political career began in 1964 when he was elected as municipal council member for Panama City. He was later elected as a National Assemblyman, but the military coup d'etat meant he only served for 11 days. In the current era he acted as minister of housing during the first democratic government, he ran for the vicepresidency of the republic in 1994, and he was a member of the board of directors of the Panama Canal Authority.
About the Author: Guillermo "Billy" Quijano nació en la ciudad de Panamá el 13 de febrero d 1939. Sus padres fueron Guillermo E. Quijano Robles y Thelma B. Castillo de Quijano. Cursó su escuela primaria en el colegio Miramar. Luego, en 1956, obtendría su título de Bachiller en Ciencias y Letras por el colegio La Salle. Viajaría a California donde vivía su tía Gilma Castillo de Alcantara, y allá se recibió como ingeniero civil en 1960 por la Universidad de Santa Clara. Contrae matrimonio con María Teresa Durán en 1963, con quien tiene cuatro hijos: Guillermo, Mónica, José Roberto y Diego. Ese mismo año funda la empresa constructora Guayacanes, S.A. El año siguiente sería electo concejal del distrito Capital de Panamá para el periodo 1964 a 1968. En 1964 también sería electo presidente del consejo del Distrito de Panamá. Luego, en 1967, funda la empresa SUCASA. Fue elegido como diputado de la Asamblea Nacional en 1968 para el periodo 1968 a 1972, cargo que solo ejercería por 11 días por el golpe de estado perpetrado por los militares el 11 de octubre de 1968. Fue presidente del Club Kiwanis de Panamá en 1972. Fue fundador del Molirena, partido inscrito en el año 1982. Fue postulado como candidato a legislador por el circuito 8-9 en la elección de 1984. Más adelante, entre 1990 y 1991, sería presidente de la Cámara Panameña de la Construcción (CAPAC). Entre 1990 y 1991, bajo la administración del presidente Guillermo Endara, sería nombrado como presidente del Fondo de Emergencia Social (FES) y presidente de la junta directiva del Banco Nacional de Panamá. También fue comisionado de Panamá en la Comisión Tripartita de los Estudios de las Alternativas al Canal de Panamá desde 1990 a 1993 y Ministro de Vivienda de 1991 a 1993, hasta su renuncia en noviembre de 1993. En la elección de 1994 sería candidato a la vice presidencia por el partido Molirena en la nómina liderada por Rubén Darío Carles. En 2008, gestionó la fundación del Banco Panamá. En la actualidad, es miembro de la CAPAC, la Sociedad Panameña de Ingenieros y Arquitectos (SPIA), el Club Kiwanis y el Club Unión, y es miembro de la junta directiva de la Empresa General de Inversiones (EGI), presidente de la junta directiva de Unión Nacional de Empresas (UNESA), presidente de la junta directiva de Productos Panameños y presidente de la junta directiva de Banco Panamá.
